What is the Valnova CID?

A Community Infrastructure District helps finance public infrastructure. Valnova’s published information identifies its CID as funding development infrastructure. The charge belongs in your ownership-cost comparison alongside taxes, HOA dues, insurance and financing.

Is it an HOA charge or a separate bill?

Valnova’s March 2026 CID fact sheet says its levy appears on the annual Ada County property-tax bill. HOA dues are a different charge. If your lender escrows property taxes, ask how the district component is reflected in the estimate so it is not counted twice.

What does the published rate mean?

The fact sheet describes a maximum levy of 5 mills. At 0.005, an illustrative taxable value of $600,000 produces $3,000 annually, or $250 per month when divided by twelve. This is CID-only arithmetic, not a tax quote or lender payment estimate. Your purchase price is not automatically the taxable value.

Check the current levy, taxable value and applicable exemptions for the actual address with Ada County and your lender. An initial bill for land or a partially completed home may not describe the eventual cost of the completed property.

How long does it last?

The published fact sheet ties the levy’s end to bond repayment and estimates roughly 30 years after final bond funding. That is not a promise that a buyer has a fresh 30-year schedule or a fixed payoff date. Request the current district information for your property.

Put the actual property information together.

  1. Locate the street address or parcel in the county property lookup.
  2. Check district entries and the current property-tax information.
  3. Obtain the current district disclosure and the exact HOA schedule for the neighborhood.
  4. Ask the lender to confirm the estimated tax and escrow assumptions for the completed home.
  5. Review the closing statement and tax prorations with the appropriate closing professionals.

Compare Valnova with another community.

Use the same home-value assumptions and list each charge once. Compare HOA dues, any additional neighborhood fees, the district component and the rest of the property-tax estimate separately. Check which services each fee covers before comparing totals.
